The Government of Goa introduced Goa Ease of Doing Business (Miscellaneous Amendments) Bill, 2026, on August 31, 2026, seeks to reduce regulatory and compliance burdens, decriminalize minor and technical contraventions, promote trust-based governance, and strengthen time-bound and single-window business approvals in Goa.
The following has been stated:
The Bill proposes amendments to five State enactments, namely the Goa Court-Fees Act, 2024; Goa Industrial Development Act, 1965; Goa (Right of Citizens to Time-Bound Delivery of Public Services) Act, 2013; Goa, Shops and Establishments (Registration of Employment and Conditions of Service) Act, 2025; and Goa Town and Country Planning Act, 1974.
Minor and technical violations under the Goa Court-Fees Act, 2024, are proposed to be dealt with through monetary penalties instead of criminal punishment in specified cases, along with an adjudication and appeal mechanism.
The amendments also provide for the grant of freehold rights in industrial areas and strengthen coordinated approvals through the Industrial Planning and Developing Committee.
For business services, the Bill introduces a system-generated appeal mechanism where an appeal will automatically be generated if a service is not delivered within the prescribed time limit.
The Bill further rationalizes compliance requirements under the Goa Shops and Establishments Act, 2025, including simplified online intimation requirements for establishments employing less than ten employees and alignment with the new labour codes.
Overall, the Bill aims to simplify regulatory processes and improve the ease of doing business while retaining safeguards relating to public safety, worker welfare and environmental protection.
